Milton Heath was appointed to the OWASA Board in 2000 and he has served as Vice Chair. He chairs the Board's Budget/Financial Planning Committee.
Mr. Heath has served as a teacher, trainer and consultant
to local and State governments in the areas of water resources, environmental
protection and public utility law. He has worked closely with State
legislators and drafted most of North Carolina's water legislation.
In addition
to his duties at the Institute of Government, Mr. Heath teaches graduate
courses at Duke University and the School of Public Health at the University
of North Carolina at Chapel Hill. He has authored numerous books and
articles and received various awards for public service.
