The mission of the Orange Water and Sewer Authority's (OWASA) Purchasing Department is to ensure the cost effective, efficient and timely procurement of the necessary goods and services to enable all of OWASA's departments to achieve their missions, goals and objectives and to effectively deliver water and sewer services to their customers.
It is further the responsibility of Purchasing:
- To ensure all procurement activity is conducted in compliance with all applicable State and Federal laws and regulations, and approved policies and procedures, and
- To conduct all procurement activities in a manner that develops and maintains good public and internal relationships and to encourage fair and open competition, and
- To promote good and effective vendor relations and to professionally administer searches for sources of suppliers and the development of new sources.
Purchasing services areas include: purchasing and contracts; business opportunities program, which targets minority and women business enterprises; ensuring the proper disposition of surplus property; and warehouse management.
