Summary of the OWASA Board meeting on March 27, 2014

The Board adopted a charter for updating OWASA’s long-range water supply plan. The charter sets forth the vision, goals and objectives, assumptions, key tasks and communication items for developing a new plan that reflects recent trends, incorporates the most up-to-date information regarding our Round 4 Jordan Lake allocation and the expected cost of using Jordan Lake, and evaluates how supply and demands may be affected by climate change.

The Board concurred with a proposed pilot program to inform residential customers with high water use and who have low- to moderate incomes or otherwise have difficulty paying their OWASA bills about how to reduce their monthly OWASA bills. The pilot program would include collaboration with social service and housing agencies and communication with owners of rental properties where targeted customers live.

John Young, Chair of the Board’s Finance Committee, reported on the Committee’s discussion of rates for the upcoming fiscal year. Based on the preliminary draft budget for fiscal year 2015, the Committee unanimously agreed it will likely recommend at the April 10th Board meeting that there be no increase in monthly rates or changes in OWASA’s rate structure in the coming year.

Will Raymond, Chair of the Human Resources Committee, reported on the Committee’s discussion of deferred compensation for employees. The Committee will meet again on Tuesday, April 15.

Board Member Dana Raborn, an appointee of the Town of Carrboro, said that her service on the OWASA Board will end in about two weeks because her family is relocating.
