OWASA Board of Directors Meeting Summary for March 25

OWASA’s Board of Directors met virtually on Thursday, March 25, 2021, and considered an agenda that included draft Fiscal Year 2022 budget and rate adjustment projections.

The Board of Directors is currently meeting virtually due to the COVID-19 pandemic.

COVID-19 Pandemic Response

The Board received an update on OWASA’s response to the COVID-19 pandemic to ensure we continue providing the Carrboro and Chapel Hill communities with high-quality and reliable water, wastewater, and reclaimed water services during the pandemic and an extension of a temporary moratorium of service disconnection for non-payment through at least June 30, 2021.

Fiscal Year 2022 Draft Budget and Rate Adjustment Projections

The Board discussed draft Fiscal Year 2022 budget and rate adjustment projections. The Board provided guidance to staff on moving forward before a public hearing on the proposed budget and rate adjustments is held on May 27, 2021.

Sewer-Use Ordinance

The Board reviewed comments and approved OWASA’s updated Sewer Use Ordinance and Sewer Policy to reflect changes to North Carolina law.

Board Member Recruitment

The Board discussed Board member recruitment with a focus on broadening the candidate pool for future vacancies and requested staff to return with ideas to recruit new Board members.

The Board will hold its next meeting remotely on Thursday, April 8, 2021, via Microsoft Teams at 6 p.m.; a link will be provided here.
