Bolinwood Drive FEMA Notice

OWASA will be replacing water lines in the area of Bolinwood Drive. Below is a FEMA notice regarding public comments on the project.

FINAL PUBLIC NOTICE

Orange County Water and Sewer Authority has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub- recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:

This project is for the relocation and replacement of a potable water main line attached underneath a bridge. The applicant will change the water main line material, well as installing additional hangers to secure the pipe. All work is located in an AE zone (or 1% Annual Chance Flood Hazard) and Floodway. Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Orange County Flood Insurance Rate Map, Panel Number 3710978900J, dated 02/02/2007. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facility to be impacted by future flooding events due to its location within the AE flood zone and floodway. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.

Proposed Work and Purpose:

Orange County Water and Sewer Authority will relocate and replace a water main line attached under the Bolinwood Drive Bridge. Minimization measures will be implemented by upgrading the water main line from cement asbestos to iron ductile pipe and adding two hangers to further secure the pipe. The replacement of the pipe with a stronger material will increase the useful life of the utility and reduce the risk of service interruption for the community in future events. All work will be completed within the utility corridor along the bridge, therefore having no new impact on the floodplain.

Project Alternatives:

Alternative #1 (No action): The ‘no action’ alternative is not practicable as the pipe is part of a water distribution system and is needed to provide potable water to the community.

Alternative #2 (Repair in-kind): Repairing the water main pipe without the stronger materials and additional hangers would not minimize the risk of damage or service interruption in future events.
