Ruth Rouse, Planning and Development Manager

Ms. Ruth Rouse has replaced Mr. Ed Holland and is now serving as OWASA’s Planning and Development Manager. Mr. Holland will retire at the end of February.

Ms. Rouse will manage long-range and strategic master planning functions such as demand forecasting, land management and the use of various modeling tools that guide policy and capital investment decisions to ensure OWASA remains capable of meeting the community’s current and future utility needs. She will also be responsible for the ongoing management and improvement of OWASA’s Geographic Information System (GIS) data, especially the location and attribute details of underground water, sewer, and reclaimed water infrastructure.

Ruth has undergraduate and graduate degrees from Davidson and Duke, respectively.  She has an exceptionally impressive background in water resources planning that includes over a decade of experience with the NC Division of Water Quality and, more recently, over a decade of experience with CH2M HILL (a global engineering consulting firm).  She is also a certified planner (American Institute of Certified Planners – AICP).

Ms. Rouse replaces Ed Holland, who is retiring after 24 years of service at OWASA and over 30 years of active involvement in water resources planning in the Triangle area. Ed leaves OWASA well postured to meet the future water, sewer and reclaimed water needs of this community and has been instrumental in working with OWASA’s partners throughout Orange County and the Triangle area to ensure that this region’s high quality water supplies are well protected for future generations.
